Nigeria New Minimum Wage Implementation: How it Affects Entry-Level Civil Service Salaries

Nigeria’s new national minimum wage of ₦70,000 per month took full effect in most federal and state ministries from late 2024 into 2025. For entry-level civil servants on Grade Level 07 and 08—the most common starting points for fresh graduates with a bachelor’s degree or HND—the implementation has produced a noticeable but uneven salary adjustment. This article explains exactly what changed, what the realistic take-home pay looks like in early 2026, and why the actual increase many people receive is smaller than the headline ₦70,000 figure.

The Old vs New Basic Salary on GL 07 & GL 08

Before the ₦70,000 minimum wage, the federal Consolidated Public Service Salary Structure (CONPSS) set the following monthly basic salaries:

  • GL 07 Step 1: ₦62,000 – ₦68,000
  • GL 08 Step 1: ₦71,000 – ₦78,000

After the new minimum wage was gazetted and the consequential adjustment circular issued in 2025, the floor was raised to ₦70,000 basic for every civil servant. The adjustment table released by the National Salaries, Incomes and Wages Commission (NSIWC) compressed the lower grades upward while preserving relativity for higher grades.

The new figures are approximate because some MDAs applied a 25–35% consequential adjustment on top of the minimum wage floor, while others used the exact NSIWC template.

What Your Total Take-Home Pay Looks Like Now

Basic salary is only part of the story. The real money comes from allowances, most of which were also adjusted upward in the consequential agreement.

Typical monthly take-home pay for a new graduate in 2026 (after PAYE, pension, NHF, and union dues):

  • GL 07 Step 1
    Basic: ₦70,000
    Housing allowance (20–25%): ₦14,000–₦17,500
    Transport allowance: ₦20,000–₦30,000
    Utility & meal subsidy: ₦10,000–₦20,000
    Other minor allowances: ₦5,000–₦15,000
    Total gross: ₦119,000 – ₦152,500
    Net take-home: ₦100,000 – ₦130,000
  • GL 08 Step 1
    Basic: ₦78,000 – ₦85,000
    Housing allowance (20–25%): ₦15,600–₦21,250
    Transport allowance: ₦25,000–₦35,000
    Utility & meal subsidy: ₦12,000–₦25,000
    Other minor allowances: ₦8,000–₦20,000
    Total gross: ₦138,600 – ₦186,250
    Net take-home: ₦120,000 – ₦160,000

These amounts reflect federal pay. Many state civil services pay 10–30% less than federal rates, even after consequential adjustments.

Why the Increase Feels Smaller Than Expected

The ₦70,000 minimum wage was a floor for basic salary only. Allowances were not automatically doubled; they were adjusted by percentages ranging from 25% to 40% depending on the MDA and the NSIWC circular. In many cases the net increase in take-home pay for GL 07/08 officers ended up between ₦15,000 and ₦40,000 per month rather than the ₦30,000+ headline figure people expected.

Some MDAs also delayed full implementation until the 2026 budget cycle, meaning a few officers are still receiving the old rates plus an arrears payment.

Bottom Line for New Graduates in 2026

If you enter the federal civil service on GL 08 in 2026, expect a realistic monthly take-home of ₦120,000–₦160,000 depending on your MDA and location allowances. GL 07 entry (more common for HND holders) will be closer to ₦100,000–₦130,000. The job still offers unmatched security, pension, and promotion every 3–4 years, so many graduates accept the modest starting pay for the long-term stability.
